In 2006 The Whitney Center embarked on a strategic plan and master plan process to expand its housing product to independent seniors with a more contemporary offering along with new community spaces with a focus on embracing and showcasing the rich cultural heritage of the area and its residence. The masterplan also addressed improving the health care services and adding a memory care option to the program
The first phase of the master plan was aggressive. It boasted an 88 apartment mid-rise independent living building along with new and renovated commons, a state of the art cultural art center, art gallery, new dining venues, a new parking structure and maintenance building.
