Everstead of Totowa will be an affordable senior housing community in Totowa, New Jersey. It will offer 141 apartments for residents aged 62 and older.

The Project

Developed with Christian Health Senior Development Corporation, Everstead of Totowa  brings new life to the circa-1975 St. Joseph’s Home. Formerly owned and operated by Little Sisters of the Poor, Everstead utilizes New Jersey Housing and Mortgage Finance Agency and NJ Economic Development Authority tax credits to convert the existing four-story building into 141 affordable senior apartments, along with a fitness center, library, resident lounges, and a shared multipurpose and dining space.

The property will also receive significant site improvements, including updated parking and circulation, accessible routes, landscaping, walking paths, and outdoor gathering areas. With strong demand and long waitlists for affordable senior housing in the region, Everstead will meet a growing demand by providing a new option for residents age 62 and older.

Pandion was engaged as owner’s representative to support financing and organize and manage the design and construction processes. Pandion coordinated with the owner, operator, architects, engineers, contractor, attorneys, consultants, municipal officials, and public financing agencies, keeping each part of the project aligned with the overall budget and schedule.

The work has included due diligence, design management, consultant coordination, permitting, contract negotiations, budget management, value engineering, and construction planning

Converting the existing building required a detailed evaluation of its structure, building systems, utilities, site infrastructure, and code requirements. Pandion worked with the design and construction teams to address existing conditions, confirm the project scope, manage construction pricing, and develop a plan that could move successfully through permitting and agency review.

The financing process required close coordination with the New Jersey Housing and Mortgage Finance Agency and the New Jersey Economic Development Authority. Pandion helped organize submissions, respond to agency requirements, and keep the project budget, construction pricing, design documents, and supporting information consistent throughout the review process.

In June 2026, the project reached two important milestones with the approval of a $35.3 million Aspire tax credit award from the New Jersey Economic Development Authority and a mortgage financing commitment from the New Jersey Housing and Mortgage Finance Agency supported by Low Income Housing Tax Credits.

These approvals marked an important step toward construction and the delivery of 141 affordable senior apartments in Totowa.
